You can obtain extremely high swimming skills by feeding them Younger Penguin Sister (base potential 450, way higher than Fish race) or Sea Scorpion (base potential 500) milk.
With a base swimming potential of 220 and few other skills, you can gain a lot of swimming skill from fish milk.
 
Sea Scorpions (500) and Penguin Sisters (450) have higher swimming skill bonuses than fish races, but their swimming skill does not scale with level, so their milk will not increase swimming skill much.
